Caroline Blair-Smith
Senior Vice President, Strategy & Engagement
Caroline Blair-Smith joined Nova Scotia Power as Vice President, Human Resources in 2023. In October of 2025, she assumed the role of Senior Vice President, People, Communication & Enterprise Efficiency – adding Communications, External Engagement and Enterprise Efficiency to her portfolio as she continued to oversee our People Strategy.
In her current role, Caroline also leads Strategy, Strategic Partnerships, Customer Care and the ongoing transition to Nova Scotia’s new Independent Energy System Operator in addition to her previous portfolio,
Prior to joining Nova Scotia Power, Caroline spent 17 years with the Halifax Regional Municipality (HRM) where she worked in various roles for the city. In 2021, following her role as the Executive Director of People, Communications, and IT, Caroline became the Deputy Chief Administration Officer providing oversight and leadership to HRM’s Human Resources, Legal, Finance, Asset Management, Communications, IT, and Customer Services teams. Before her work with the city, Caroline was the Employee Relations Manager for Coca-Cola Bottling in the Atlantic Region.
Caroline holds a Bachelor of Arts degree from Dalhousie University and is a Certified Human Resources Professional with additional certificates in labour relations, workforce planning, and strategic leadership development.
She is a long-time volunteer with the Immigrant Services Association of Nova Scotia (ISANS) and volunteers with Dalhousie Alumni. Caroline is currently a Board Member at the Mental Health Foundation of Nova Scotia.
