A - Nova Scotia Power has brought forth a plan to our regulator, the Nova Scotia Utility and Review Board, that outlines conservation and energy efficiency programs in 2011. The plan is designed to build on the successes of energy efficiency and conservation programs that many customers are already taking advantage of to reduce their energy costs.
The 2011 Plan and the programs included in it will be administered by Efficiency Nova Scotia (the province's new independent administrator) to help Nova Scotians reduce their electricity use. Starting in 2011, Efficiency Nova Scotia will be responsible for filing Conservation and Energy Efficiency Plans annually.
A - Conservation and energy efficiency programs provide participating customers with options and incentives for reducing their electricity use.
There are programs available for residential and business customers. Popular programs include EnerGuide for New and Existing Houses, Instant CFL giveaways and lighting solutions for small businesses.

A - If approved, the additional cost to the average residential customer for the 2011 Conservation and Energy Efficiency Plan would be roughly $2 per month. Customer’s contributions to the programs are captured as a separate line item titled Energy Efficiency Programs.
Customers are able to participate in a selection of conservation and energy efficiency programs that will allow them to save energy and reduce their electricity costs. The 2011 plan builds upon the existing programs and offers greater choices and energy saving options to our customers.
Regardless of participation, all customers benefit from conservation and energy efficiency programs. The programs are a lower-cost alternative to building new electricity generation capacity in Nova Scotia. In reducing the load on our electric system, conservation and energy efficiency programs help avoid future infrastructure and related costs and reduce fuel costs, thereby helping to keep energy prices low for all of our customers. In addition, these programs contribute to a reduction in greenhouse gas emissions and a cleaner environment for Nova Scotians. All customers receive these benefits.
A - It is directed that the Conservation and Energy Efficiency Programs Administrator file a 2011 Programs Plan by the end of February 2010. We’re following this direction to ensure the programs can be delivered in 2011.
Efficiency NS will be operational for program transition in 2010, will execute the 2011 Plan and will be responsible for filing the 2012 DSM plan and beyond.
